耿道冲，江苏松江（今属上海市）人，原名葆清，字伯齐，号斋贤，室名松风草堂，清光绪十一年拔贡生，曾任七品户部员外郎，户部主事，廉俸司司长，其妻为工部尚书张祥河之女。工书，尤擅章草。民国六年耿道冲、于允鼎、雷补同张定九、杨了公、姚鹓雏等在此结“松风诗社”，高吹万亦是其中成员。社中百余人，多又隶属南社，耿道冲自任社长。在民国书坛于西泠印社，南社并存。耿道冲去世后张琢继任为社长。编有《怀旧吟》、《炊萸子寿言》。
