光绪二十九年（1903），户部依据清政府颁布的《京师设立银钱总厂》谕，派徐世昌、陈碧、张允言、瑞丰等主事，拨款400万两白银做为开办资本，由天津德商瑞记洋行向美国订造铸币机器及其他生产设备准备在天津大经路（现中山路）建厂，于光绪三十一年（1905）竣工开机。筹设时原名“铸造银钱总厂”，随即改名为“户部造币总厂”，次年户部撤改为“度支部”，厂名改为“度支部造币总厂”。翌年开始铸造银元，但因币制未定没有发行。又至光绪三十四年（1908）正月开铸铭文“造币总厂”的“库平七钱二分”(壹圆)、“库平一钱四分四厘”(二角)、“库平七分二厘”(一角)等三种银币，但其铸量少，存世弥足珍贵。 此币打制规范，图案立体清晰，淡金包浆，旋转底光，光泽丝滑柔亮 PCGS MS62 / 评级编号86684888
