帅起（b.1958），生于天津，祖籍江西省南昌市，毕业于天津美术学院。海派艺术核心创始人，天津市美术家协会会员，天津财经大学艺术学院副教授、天津水彩研究院副院长、美国肯塔基莫海德大学客座教授，国内水彩高研班导师，国内水彩艺术节特邀水彩艺术家。1989年受国家教育部选派访问学者赴美国考察视觉艺术教育并举办画展，获第二届全国教师优秀美术作品优秀奖，水彩作品入选1997年第七届中国水彩画大展，全国首届小幅水彩画展入选。水彩画作品《瓶花》、《封海》入编《中国水彩画》、《中国水彩画图史》。 天津籍，当代水彩画家、美术家。 帅起,98。
