款识：治长同志正 李海观 。计泉同志正之 李海观书。 钤印：李海观印 希涛翰墨 李海观印 家在湟水之滨上款人：治长同志 计泉同志 李海观（1920-2008），著名书法家。教育工作者。原名希涛。号小陀。青海西宁人。李海观毕业于西北师范，从20世纪40年代起先后在西宁市小学、中学任教并担任青海省人大代表、西宁市政协常委、西宁市书协主席、青海省书协主席等。李海观从小受其叔著名书法家李德渊的影响，苦研书法，并以李德渊书法为本，研习各家之长，逐步形成了自己的风格。其字绵密严谨，圆润挺拔，秀逸中见端庄，奔放间现清疏。
