方学斌，1956年生于江苏省扬州市，现为研究员级高级工艺美术师，江苏省工艺美术大师，国家级非物质文化遗产金银细工制作技艺代表性传承人。方学斌自幼受父亲方伯雅金石篆刻艺术的熏陶，初从名师沈培方、杜芳，在金属工艺的创作设计、制作技艺方面有了全面的掌握，并达很高的艺术水平。从业三十多年以来，创作设计了一大批优秀作品，多次获得国内工艺美术最高奖项的“百花奖”和国内外其他各种奖项。作品《鹿拉凤车》获第三届全国工艺美术百花奖二等奖；《汴河客舟》第五届全国工艺美术百花奖一等奖； 《郑和宝船》第六届全国工艺美术百花奖二等奖。
