清代吴长元著《宸垣识略》记述，康熙三十五年（1696年）下谕建造皇家玻璃厂，并授命纪瑞安为主管。即养心殿造办处玻璃厂，至乾隆时，此技艺发展到达顶峰。《造像度量经》里说：“单做法身八手者甚多，四十八手者已属罕见，满作千手者更少矣，……则面臂全具之功德自然大也。”此尊千手观音以官料为材，工艺复杂，品相完美，金彩华丽，功德圆满。金彩底书“乾隆丁丑”款。乾隆丁丑年，即乾隆二十二年（ 公历1757年）。
