此圣旨是清代光绪年间朝廷四品诰命。诰命为织锦所制，以满汉双体字书写，其中满文 15 行，汉文 19 行，共 241 个汉字。满汉文合于中副，加盖“制诰之宝”。诰命内容大意为：诰赠四品官员直隶州用山西和林格尔抚民通判“周亲民”之祖父“周玉三”为从四品“朝议大夫”；诰赠其祖母“丁氏”为“恭人”。 直隶州是清代时地方行政单位，相当于现在的省辖市。和林格尔在清代隶属于山西管辖，现为内蒙古呼和浩特市下辖县。清代诰命的用词中本人得封用“诰授”，推恩封赠官员曾祖父母、祖父母、父母及夫人健在者用“诰封”，已逝者用“诰赠”。由此得知，此诰命颁布时“周亲民”的祖父母已经过世。这种推恩制度也是清代朝廷用来笼络官员的一种手段。
